TERTIARY DECREE AND BACS DECREE: THE URGENCY OF THE ENERGY TRANSITION

Today, nearly 983 million m² make up the tertiary building stock in France, with tertiary buildings responsible for 30% of the country's energy consumption. Current environmental challenges compel us to rethink our consumption patterns and move towards energy efficiency.

To address environmental issues, the French government has implemented the Tertiary Eco-Energy Scheme (DEET) or Tertiary Decree to regulate the implementation of measures aimed at significantly reducing energy consumption in tertiary buildings, and the BACS Decree (Building Automation Control Systems) which defines the means to achieve the consumption reduction targets set by the Tertiary Decree.

THE TERTIARY DECREE

The Tertiary Eco-Energy Scheme, the new name for the Tertiary Decree, introduces energy regulations for tertiary buildings. This regulation applies to the 983 million m² tertiary building stock in France.

The DEET mandates tertiary buildings over 1000m² to reduce their annual energy consumption. The time has come for mobilization to achieve the energy savings imposed by this decree: 40% by 2030, 50% by 2040, and 60% by 2050.

THE BACS DECREE

The BACS Decree (Building Automation Control Systems)

This standard requires the implementation of a Building Automation and Control System. It applies to all new and existing tertiary buildings:

  • whose cumulative power exceeds 290 kilowatts (kW)
  • Equipped with heating installations
  • Equipped with air conditioning
  • Equipped with combined heating and air conditioning
  • Equipped with ventilation
